offered by the Harbour it is reasonable that they should
pay on day entries also. On the basis of last year's
collections these increases will yield $113,000 and
$22,000 per annum respectively or a total of $135,000 per
annum, and I propose that these additional Dues be maintain
-ed until half the aggregate cost of the Refuge and the
deepening of the shelter at Causeway Bay is reached.
I have considered the question of

calling the increase in dues Harbour Dues, but am advised
that those principally concerned will probably prefer no
change in a nomenclature to which they are accustomed.

Since the sum which it is proposed
to raise during the next five or six years (the period
estimated for the construction of the Refuge) is in the
nature of a special contribution for a work the urgency of
which is recognised unanimously by all sections of the
Community, (and to meet the cost of which there are not
wanting many who strongly advocate the raising of a Loan)
I have the honour to suggest to Your Lordship that the
monies raised for this purpose which I may point out is
largely humanitarian and undertaken in order to save life
in typhoons
may be paid into a special fund and not in-
-cluded in the Revenues of the Colony which are subject to
